International automobile manufacturers are most dominant in the passenger vehicle segments. Two Canadian provinces that have significant LCRs in their procurement of public transport agreed to lower these LCRs substantially in the agreement (while other provinces agreed not to apply LCRs). In certain cases, foreign producers can make use of duty-free imports of components, under the condition that the local content of their importing products is of a certain amount. This could be explained by the fact that most LCRs related to market access are of a horizontal kind and therefore do not affect the heavy vehicle sector specifically. Across all measures, our assessment classifies LCRs into six broad groups, namely: This classification by type is important not only because they differ in terms of the economic area they apply to but they also affect different types of costs for companies.
