Eileen M. Haynes oversees the Office of General Counsel which provides legalguidance and support tothe Commissioner, Executive leadership and OPWDD staff on the myriad of issues arising from the delivery of supports and services to individuals with developmental disabilities. Issues include litigation, employment and personnel concerns, consent to treatment, certification/decertification and regulatory compliance of not-for-profit providers, eligibility for services, retention in secure facilities, corporate governance, community site selection, guardianships and special needs trusts and Medicaid interpretation/compliance.Counsel's Office also coordinates OPWDDs legislative and regulatory programs, working with the Governor's Office and the Legislature on bills and regulations to support OPWDDs mission. Dr. Pettinger and her staff facilitate and oversee multiple projects and initiatives that directly impact the mission and vision of OPWDD which has at its core the goal of helping individuals with developmental disabilities lead richer lives., Before assuming her current position, Dr. Pettinger served as the Deputy Commissioner of State Operations & Statewide Services in the Division of Service Delivery from June 2016 through May 2022, the Assistant Deputy Commissioner of OPWDDs Statewide Services from July 2012 through May 2016, the Assistant Commissioner for OPWDDs Bureau of Behavioral and Clinical Solutions from August 2007 through July 2012 and was the Chief Psychologist for OPWDD from January 2003 through August 2007.
